On Monday 03/28/2016 Georgetown Probation Officers, Dagsboro PD, and Sussex GTF conducted a drug investigation involving Jamar Manuel (b/m 12/27/89) and Markis Leonard (b/m 05/30/86) in the Dagsboro area.
Probation Officers Shockley and Shaw were conducting their community visits when they observed Jamar Manuel operating a white Cadillac. Both Probation Officers are familiar with Manuel as he is currently on probation for a felony drug conviction and that his driver’s license is currently revoked. Probation Officers Shockley and Shaw informed Dagsboro P.D. of this information, who responded and conducted a vehicle stop. Upon stopping the vehicle, Manuel exited the driver’s door and fled on foot in an eastbound direction. Markis Leonard was identified as the front seat passenger and was taken into custody without incident and placed in a police vehicle.
Probation and Parole and Dagsboro P.D. were then assisted by Sussex GTF and began to set up a perimeter while a K-9 Officer assigned to Sussex GTF began a track. The K-9 track led to a field north of Swamp Rd where the K-9 Officer observed Manuel. Verbal commands were given by the K-9 Officer and Manuel was taken into custody without further incident.
A search of Manuel’s person revealed $1608.00 U.S. currency concealed in his sock. A search of the vehicle revealed 8 bags of heroin weighing approximately 0.12 grams. Leonard was found to have two active capiases for his arrest. A search of his person revealed 19 bags of heroin (approximately 0.285 grams), packaging materials and $571.00 U.S. currency.
Probation Officers along with Sussex GTF then responded to Manuel’s residence located at 33616 S. Briar Ct. Frankford, DE 19945 and conducted an administrative search. As a result of this search, an additional $23,000.00 of suspected drug proceeds was recovered.
