Elkton, MD- On Tuesday, members of Delaware Probation and Parole as well as the U.S. Marshals helped capture, Ricardo “Cardo” Spencer, 23, of Norfolk, VA., in connection with a July homicide.
Spencer was charged back in July with second-degree murder for his alleged role in a double-shooting that took place in Norfolk, VA. The U.S. Marshals work jointly with the Norfolk Fugitive Unit to determine the whereabouts of Spencer. They had developed information that pointed them towards an Elkton family member who might being helping Spencer hide out.
U.S. Marshals in Dover were contacted by their counterparts in Norfolk who believed Spencer may be in Delaware. After completing further investigations, the Marshals in Dover were able to obtain to pinpoint Spencer to a residence located on the 2800 block of Pebble Beach Drive, in Elkton, MD.
On Tuesday, members of Delaware’s U.S. Marshals Task Force, a joint task force consisting of U.S. Marshals and Delaware Probation Officers, joined with Marshals from Elkton in an operation that culminated with the capture of Spencer without incident.
Spencer is now behind bars at the Cecil County Detention Center in Elkton while awaiting extradition to Norfolk.
